Utility:
Surf and Dive are required to access this area regardless of what route it appears on.
After defeating the Elite Four, speaking to the meteorologist at the Weather Institute on Route 119 will reveal unusual weather on a specified route. If the player visits the route and does not take too long to get to it, they will have access to either Marine Cave or Terra Cave; which cave they will see is indicated by whether the weather is rain or sun.
If the player does not reach the cave quickly enough, speaking to the meteorologist will reveal the location of the other cave. The two caves alternate until either Groudon or Kyogre is captured.
