Utility:
Surf is required to access a PP Up. Wild Pokémon can also be encountered here with Surf.

In Crystal, the player can call Blackbelt Kenji in the afternoons if they have his number. Sometimes, he will ask for the player to visit him. If the player does so, he will give the player a PP Up.
Also in Crystal, Hiker Parry will sometimes offer an Iron after he is defeated in his second rematch.
