Accessible from the area (via the Seagallop Ferry): Vermilion City

Accessing this area requires the Mysticticket, which was only obtainable via a Mystery Gift download. The Mysticticket can be obtained with hacks or cheats, and Navel Rock itself is accessible in Emerald with the use of a glitch.
