The Master Trainer for Moltres is located on the ledge between the torches in the southern part of 2F after defeating the Elite Four. He cannot be battled, but will confer the title of Master Trainer on the player for Moltres if the player shows him a Moltres with at least 7500 CP.
The officer on 3F will heal the player's Pokémon.
