How Many Pokémon Can You Get Without Evolving or Breeding in Pokémon Crystal?

The player can get up to 206, or 207 with the Virtual Console, species total in Crystal without trading, as described here. Without evolving any Pokémon, and only collecting evolutionary stages that the player can get in the wild, as a gift or purchase, or from an in-game trade, the player can get up to 164/165 species. Of the 206/207 possible species in Crystal, the Pokémon unavailable without evolving are as follows:

Starter Evolutions (2) - 2 total
The Starters are only available in their base forms, leaving their evolutions inaccessible.
Stone Evolutions (17) - 19 total
Raichu, Nidoqueen, Nidoking, Clefable, Wigglytuff, Vileplume, Arcanine, Poliwrath, Victreebel, Cloyster, Exeggutor, Starmie, Eevee's evolutions, Bellossom, and Sunflora are inaccessible.
Baby Pokémon (5) - 24 total
Without the ability to breed, five of Pichu, Cleffa, Igglybuff, Smoochum, Elekid, and Magby are inaccessible.
Other (18) - 42 total
Pidgeot, Dewgong, Hitmonlee, Hitmonchan, Dragonite, Crobat, Togetic, Azumarill, Jumpluff, Espeon, Umbreon, Forretress, Magcargo, Piloswine, Houndoom, Hitmontop, Blissey, and Tyranitar are inaccessible.

If Celebi cannot be obtained, this number is instead 43 unobtainable Pokémon.

Professor Oak(-ish) Challenge Notes

This just contains a list of areas you can find each Pokémon, ordered as though you are playing a Professor Oak challenge and therefore need to obtain every Pokémon as early as possible.

Pre-Badge 1 (Falkner) - 22 Total Pokémon

Badge 1 through Badge 2 (Bugsy) - 45 Total Pokémon

To use Headbutt here before being able to use Cut, you will need to use Slowpoke, who learns Headbutt at level 34.

If your character has a Trainer ID ending in 7, you will not be able to get Heracross until Route 42.

Badge 2 through Badge 3 (Whitney) - 60 Total Pokémon

The Pokémon obtained through the Odd Egg should be anything except Tyrogue, as you can get Tyrogue elsewhere.

Badge 3 through Badge 4 (Morty) - 89 Total Pokémon

Badge 5 through Badge 7 (Chuck) - 105 Total Pokémon

Badge 7 through Badge 8 (Clair) - 117 Total Pokémon

Celebi can be obtained here if you have access to the 3DS Virtual Console release of Crystal. If you are able to obtain Celebi, the total for this section is 160.
