Accessible on the route: Tohjo Falls

Utility:
Surf is required to access Tohjo Falls and Route 26, as well as a Rare Candy. Wild Pokémon can also be encountered here with Surf.
Surf and Whirlpool are required to access TM22 Solarbeam and Bird Keeper Jose.
Headbutt can be used to encounter wild Pokémon.

In Crystal, Bird Keeper Jose will sometimes call to offer a Star Piece if his number is registered in the Pokégear.
