How Many Pokémon Can You Get Without Evolving or Breeding in Pokémon Emerald?

Emerald has two separate Pokédexes to complete: the Hoenn Pokédex and the National Pokédex. The Hoenn Pokédex contains 200 Pokémon (202 counting Jirachi and Deoxys), which includes every Pokémon introduced in Ruby, Sapphire, and Emerald, while the National Pokédex consists of the Hoenn Pokédex plus the other Pokémon introduced in Red, Green, Blue, & Yellow and Gold, Silver, and Crystal (Pokémon 1-251). All Pokémon from the Hoenn Pokédex, except for the event-exclusive Jirachi and Deoxys, are available between Ruby, Sapphire, and Emerald. Only a select few Pokémon from the National Pokédex are available in Emerald. This page will cover both the Hoenn and National Pokédexes.

The player can get up to 179 species total in the Hoenn Pokédex and 212 in the National Pokédex in Emerald without trading, as described here. Without evolving or breeding any Pokémon, and only collecting evolutionary stages that the player can get in the wild, as a gift or purchase, or from an in-game trade, the player can get up to 125 species in the Hoenn Pokédex and 147 in the National Pokédex. The Pokémon unavailable without evolving or breeding are as follows:

Kanto Pokédex

Starter Evolutions (2) - 2 total
The starters are only available in their base forms, leaving their evolutions inaccessible.
Breeding (3) - 5 total
Pichu, Igglybuff, and Azurill must be bred and are inaccessible.
Stone Evolutions (8) - 13 total
Ludicolo, Shiftry, one of Delcatty or Wigglytuff, Vileplume, Bellossom, Starmie, Ninetales, and Raichu are inaccessible.
Fossils (2) - 15 total
The Fossils can only be revived into their base forms, leaving their evolutions inaccessible.
Other (39) - 54 total
Beautifly, Dustox, Kirlia, Gardevoir, Breloom, Vigoroth, Slaking, Kadabra, Ninjask, Shedinja, Exploud, Azumarill, Crobat, Aggron, Machoke, Swalot, Camerupt, Magcargo, Muk, Weezing, Grumpig, Sandslash, Vibrava, Flygon, Cacturne, Crawdaunt, Milotic, Dusclops, Donphan, Rhydon, Glalie, Sealeo, Walrein, Lanturn, Seadra, Shelgon, Salamence, Metang, and Metagross are inaccessible.

National Pokédex

Stone Evolutions (1) - 55 total
Sunflora is inaccessible.
Other (10) - 65 total
Persian, Noctowl, Ledian, Ariados, Flaaffy, Ampharos, Forretress, Granbull, Ursaring, and Houndoom are inaccessible.
