Battle Tower Pokémon

The following Pokémon are used in the Battle Tower, in Ruby and Sapphire only. For a list of Pokémon that can be used in Emerald's Battle Frontier (including its Tower), please see this page. Every individual species used by these facilities can have multiple movesets associated with them. Unlike later generations, not all Pokémon (or all Pokémon within a power tier) have the same number of movesets, and there does not appear to be any strict grouping of Pokémon. I will group the Pokémon according to their level and set number.

The common way of referring to a Pokémon with multiple sets is to identify the set with a number, e.g. "Set2 Rayquaza", "Rayquaza1", or "Rayquaza-3". For my tables, I will be using the "Rayquaza-1" method of referring to sets.

Battle Tower Set Mechanics

Any enemy Trainer the player faces will be pulled from a pre-existing list of 100 Trainers. Each Trainer has a roster of Pokémon and an IV value associated with them, and the game will choose three random Pokémon from their roster to make the player battle. The roster differs depending on if the player is playing Level 50 or Level 100, but their IVs stay the same. The chosen Pokémon will never be the same species or have the same held item as each other. The Trainers page gives more detail and shows each Trainer's roster.

The number of battles the player has participated in will determine which Trainers can be selected as enemies, and therefore, which sets of Pokémon the player might face. The progression proceeds as follows:

• Battles 1-6: 6IV
• Battle 7: 9IV
• Battles 8-13: 6IV or 9IV
• Battle 14: 12IV
• Battles 15-20: 9IV or 12IV
• Battle 21: 15IV
• Battles 22-27: 12IV or 15IV
• Battle 28: 18IV
• Battles 29-34: 15IV or 18IV
• Battle 35: 21IV
• Battles 36-41: 18IV or 21IV
• Battle 42: 31IV
• Battles 43-48: 21IV or 31IV
• Battles 49+: 31IV

Note that all Pokémon faced in the Ruby and Sapphire Battle Tower have random natures. Although they have natures associated with them in the data, these natures are replaced with random ones when the player actually fights in the Battle Tower.
