Coronet Highlands is the fourth wilderness area that can be accessed in Legends: Arceus. It is first accessed during Mission 11: Scaling Perilous Heights.
Survey Corps Rank 4 is required to enter the area.
A map with all Highlands encounters can be found here. That page also contains details about spawn rates and levels. The table below just shows a quick overview of the Pokémon that can be found here.

The Miss Fortunes may occasionally be present around Coronet Highlands and can be battled. Per Bulbapedia, all three members' teams can be various levels depending on the player's progress through the story. However, I am not sure if it is possible to see all these levels; the earliest I have heard about them being present is during the red sky event between Missions 13 and 18. If you have any information about when they begin to show up, please contact me.

After defeating one of them, you will receive some valuable items. I have only gotten 4 Nuggets, but apparently 5 Nuggets and some amount of Stardust are possible. Again, please contact me if you know more.
