The following tables contain every place where a utility item (an HM, the Bicycle, the Silph Scope, or the Poké Flute) is required to access something.
All HM requirements are the same in all versions of Red, Green, Blue, and Yellow.

Route 12 | Cut is required to access a Fisherman and an Iron, as well as the grass patch. |
Route 13 | Cut is required to access the grass patch. |
Route 14 | Cut is required to access the grass patch, as well as the upper path of Route 15. |
Route 15 | Using Cut on Route 14 is required to access the top path of Route 15. |
Route 16 | Cut is required to access the grass patch and collect HM02 Fly from the woman in the house. |

Safari Zone | Surf is required to access a Nugget in the Center area. |
Power Plant | Surf is required to access the Power Plant, by Surfing from Route 10. |
Routes 19, 20, and 21 | Surf is required to navigate all three routes. Wild Pokémon can be encountered on these routes with Surf. |
Seafoam Islands | Surf is required to access and navigate the Seafoam Islands. In Yellow, Surf can be used to encounter wild Pokémon on B3F and B4F. |
Cinnabar Island | Surf is required to access Cinnabar Island the first time, as well as to travel to Route 20 or 21. |
Route 23 | Surf is required to navigate the route. |
